Dr Peter Rickaby, Energy and Sustainability Consultant, wrote a White Paper explaining the background in developing the new standards for energy retrofit of buildings in the domestic and non-domestic sectors of the UK building stock.
The paper explores why new standards were necessary to manage the risks to buildings and occupants; it became the focus of three key recommendations of the Each Home Counts Review, which resulted in the development of the BSI Retrofit Standards Framework and of two overarching retrofit standards: PAS 2035, Retrofitting dwellings for improved energy efficiency – Specification and guidance and PAS 2038, Retrofitting non-domestic buildings for energy effciency – Specification.
